Justice Kennedy: "the rule of law has three parts: it must be binding on all government officials, it must respect the dignity, equality and human rights of every person, and it must guarantee people the right to enforce the law without fear of retaliation."
Supreme Court Justice Kennedy says that the jury is still out in much of the world when it comes to the promises of democracy. Whether we like it or not, folks look at America and see many problems, some big-time lies, and a lot of malarky.
But as someone once said, "if you remove the malarky from the world, there's really not a lot left to do business with."

I often prefer a bunch of malarky to the bloviating half-truths of Fox and it's friends.
