So, the dumping incumbents plan fizzled just like the 'youth vote' that never ever ever ever shows up for a Presidential election. Everyone consistenyl forgets that it's youth=no, incumbents=yes. Always ! Don't try to figure it out; it's like the Denny's Restaurant rule: nobody ever plans to go to Denny's, you just end up there.
