The "limitations" are on prosecution. The bank is not prosecuting anyone - merely imposing hiring rules. But that does't mean it is anything other than a dangerous, obnoxious policy - of the kind American business will be imposing on worers more and more as the GOP madness continues to surrender the middle-class to the feast of greed at the top.
