It is rabidly anti-business, and will depress growth for all manner of streaming. If a new low-rate customer suddenly wants to start streaming lots of movies, they will be more expensive than for other customers with flat rates - and on and on... This is a bad trap for internet-based businesses, and a ripoff for the public.
...but I'm thinking about this - the modern highway system now extends far into the clouds, so why are we being charged to use our internet highways in the first place?
