I don't disagree, as long as the only reason tough prosecution would ever be justified is for repeat offenders. Too much youthful unawareness floats around the lives of those we pack together on high school school campuses. To assume a magic jump to adulthood at 18 is absurd - and to prosecute in this realm is especially unethical and unacceptable.
