...yup, any time the prison situation can be mentioned, described, or railed against - it should be. Paying stockholders per prisoner is exactly like paying firefighters per fire, and those who advocate it are creating burned-out tree-trunks, chain gangs and yachts.
But it's all gonna come to pass because when you tempt conservatives with a taste of greed, they'll do almost anything - you could pour water into their ears and they'd think they were sailing.
