I think his point is that when they get to college they are woefully unprepared for the college courses he teaches.
I ran into the same situation when I taught at a California university in the 1990s. It was totally outrageous that these young people had been allowed to graduate high school. Here was America's future, sitting in a university classroom without knowing how to write or study or even process information in order to reach a conclusion.
