I agree that if aid is offered, it should be understood for what it is by 'both' parties, and treated as a fortunate, not inevitable­, event. What I reacted to with your initial post was a perceived judgment on your part that those needing aid somehow must accept all or some of the blame for that circumstan­ce; a general indictment that I don't believe is appropriat­e.
