run up as much debt as possible through tax breaks and shoveling money to their custituencies to buy re-election. They then pass on all this debt to the next dem administration so it won't have enough money to increase government spending on any social programs. Then they conjure up public anger over the debt, forcing the Democrat administration to pay it off - then the Republicans come in to a clean slate and start the process all over again...
