...precisely. The Republican administrations run up as much debt as possible through tax breaks and shoveling money to their constituencies to buy re-election. They then pass on all this debt to the next Democratic administration so it won't have enough money to increase government spending on any social programs. Then, out of power, they conjure up public anger over the debt, forcing the Democratic Administration to pay it off - then the Republicans come back in with a clean financial slate and start the tax-cutting, pork spending process all over again...
