If the facts essentially confirm what the mother did, and why she did it, then this just screams out for a quick, wise, compassionate solution. Hopefully the laws of any land recognize the fact that a mother threatened is a special person in special danger, and a person in danger has extended rights. The Romans had it right - if the authorities don't provide a good road, you can drive where you need in order to proceed.
