If you want your roads fixed, the workers doing it are 'entitled' to be paid; you want a court system, you need to hire and pay lawyers and judges and clerks... want somebody to raise the flag at city hall - how about a librarian for that library... or maybe they could just call you to volunteer to do all that stuff for nothing - you being so against paying for work.
